Our Hwang Hojun has this report. Responding to the strong public outcry calling for governmental measures against violent crimes, Prime Minister Hwang Kyo-ahn held a conference on Wednesday with legal and security-related ministries, including the Ministry of Gender Equality and Family and the Ministry of Justice. The meeting resulted in the announcement of new pre-emptive measures to ensure the safety of those who are more vulnerable to become victims of violent crimes, including murder without motive. "To protect those who might be vulnerable to violent crimes, including women, we will by principle seek to impose the heaviest punishment permissible by law against perpetrators." The government will impose a zero-tolerance policy on violent crimes, and vowed to actively appeal any sentenced penalty deemed insufficient. The measures include an involuntary outpatient commitment of those with higher tendency to commit a violent crime such as alcoholics and those suffering from severe mental illnesses and an increase of surveillance cameras. Along with the newly imposed policy, experts say that changing the public's perception is also critical, stressing the significance of civic education. "The recent crimes were against women, but there is always a possibility of a crime against any socially vulnerable people out there. So, it's necessary to educate the public to create an atmosphere of mutual respect and understanding."
