Journal: "Fukushima has an Ongoing Melt-Out" — "Is this not the worst possible outcome?" — "Nuclear fuel mixing with groundwater and leaking into sea" — "Disaster never seen in human history and imagined only in movies" — Tokyo Newspaper: "A situation in which massive accidents occur daily" http://enenews.com/journal-fukushima-has-an-ongoing-melt-out-is-this-not-the-worst-possible-outcome-nuclear-fuel-mixing-with-groundwater-and-leaking-into-sea-disaster-never-seen-in-human-history Nuclear regulator criticizes utilities' efforts The head of Japan's nuclear regulator says electric power utilities have totally failed to convey what they learned from the Fukushima Daiichi nuclear accident and what measures they are pursuing to improve safety. Nuclear Regulation Authority Chairman Shunichi Tanaka made the remark to Japan Nuclear Safety Institute Chairman Shojiro Matsuura on Tuesday. The institute was established by electric power companies in November of last year to help improve safety at nuclear power plants. This was the first exchange of views between the 2 organizations. Matsuura said that keeping Japan's nuclear power plants offline for a long time will have a negative impact on what he called "the culture of safety." Tanaka said the nuclear accident was caused by the arrogance of science and technology. Hospital reopens in Fukushima evacuation zone More than 3 years after the nuclear accident in Fukushima, medical service has resumed in an area near the damaged nuclear plant where evacuees are allowed to make temporary visits to their homes. The Odaka District of Minamisoma City, Fukushima Prefecture, was designated as an evacuation zone after the nuclear accident in March 2011. Residents are now allowed to visit their homes during the day because decontamination efforts have led to a drop in radiation levels. The Odaka Municipal Hospital reopened on Wednesday at a refurbished building previously used as a rehabilitation facility. Outpatients can consult with doctors 3 days a week. No inpatients are accepted. Pumping of groundwater resumes at Fukushima plant The operator of the Fukushima Daiichi nuclear plant has resumed pumping groundwater for release into the ocean, saying radiation levels have fallen below the safety target. Tokyo Electric Power Company said it resumed drawing water at one of its pump wells on Thursday. The operation of the well was suspended last week after TEPCO detected radioactive tritium exceeding a safety target set by the company and central government for release into the sea. The utility has been analyzing the groundwater and decided to resume the pumping after 3 consecutive measurements found radiation levels in the water to be below the benchmark. 12 wells on the mountainside near the plant are being used to divert groundwater flowing from there reaching the damaged reactors, where it gets contaminated.
