Top Pennsylvania State Police officials said for the first time today they intend to keep special investigative units in Lancaster as part of a massive troop realignment that would strip Troop J of its headquarters status. The reversal, announced at a Senate hearing in Gap this morning, caught local officials by surprise and means experienced criminal investigators would remain stationed at the Lincoln Highway East barracks indefinitely.
