Harrington built ponds to collect rain water 37-years ago and says they've been used for fire protection. Harrington says he applied for permits to legally collect the water. The state Water Resources Department approved them, and then reversed its decision. CNS news also interviewed Harrington, who said if he loses in court, he will serve his time.
