Florida Attorney General Pam Bondi (R) erroneously tells Governor Rick Scott (R) that the U.S. Supreme Court decision on President Obama's health care ruling was voted down (13-second mark). Scott then halts the state clemency board meeting for a five-minute break. About a minute later, Bondi's chief of staff, Carlos Muniz, realizes most of the law has been upheld.
