North Korea appears to be retracting on promises made during the landmark inter-Korean agreement reached last week. The North′s National Defense Commission said Wednesday that South Korea is interpreting the North′s words to its own advantage and warned such actions could sap their relations. Pyongyang had expressed ″regret″ over the recent land mine explosion that left two South Korean soldiers seriously injured... which Seoul considers equivalent to an apology by international standards. In response to the North′s claim that ″regret″ does not mean ″apology,″ South Korea′s unification ministry said it′s not the time to quarrel, and urged Pyongyang to adhere to the agreements.
