We could buy 20 commercial launches per year and launch them on a regular schedule like a railroad. This kind of government investment was historically critical to the development of most other forms of transportation, and this would be an incredible boon to space business, driving down the costs of space access. The resulting tax revenues resulting from this increased space activity would likely cover the costs in the long run.
