According to an Indian Express report, Modi's wish list was sent to concerned Ministries on July 10, asking them to submit detailed action plans, with sharp focus on delivery and implementation, at the most by July 20 so that agenda can be placed well when the NDA Government completes its first 100 days in office in August-end. Narendra Modi in his ambitious 17-point agenda envisages among other things, coastal expressways, labour reforms and health knowledge institutes. With this, the Prime Minister is planning to put India in driver's seat, by reviving the growth which was halted during the UPA Government's decade-long tenure. Key features of Prime Minister's people-oriented agenda: 1. Focus on the up-gradation of road and rail network in a way such that anyone can reach his or her destination anywhere in the country within 24-hours. For this, Modi has emphasised on building coastal expressways on the east and west coasts of the country, by connecting them through latitude expressways -- to be called Akshansh Marg Expressways at 13 degrees, 15 degrees and 17 degrees. 2. Another vital point is to build a Kanha-Krishna corridor, beginning from Madhya Pradesh till Andhra Pradesh which will combine a series of highways and rail networks, and oil and gas pipelines. 3. The vision focusses on building Metro Rail and BRT systems in towns and cities for faster and cheaper travel. 4. To build world-class ports on both the sides of coasts with an aim to handle the largest container ships plying on global routes. 5. With an aim to improve the connectivity, he has proposed to bring down long distance call rates at par with local calls for 'each and every Indian'. 6. The agenda also speaks volumes about decentralised mini grids across towns and cities, which would be operated by private vendors or cooperatives, as well as plans for village-level mini grids. According to the report, Nagpur has been identified as the logistics distribution hub and electricity distribution hub. 7. To usher changes in labour reforms, by ensuring that workers are appointed for fixed terms and not on contract basis. Also, the Factories Act will not be applicable to small industries. 8. Curbing use of black money and making it mandatory to quote PAN or UID numbers in all financial transactions. Also, e-tendering of all Government contracts to be made compulsory. 9. To make Legislation on Conflict of Interest mandatory as Amended by c. 194, Acts of 2011 for all the elected members and civil servants under 268A, which defines Corrupt gifts, offers or promises to influence official acts; corruption of witnesses. 10. Health reforms to involve deployment of male community health workers, setting up of health knowledge institutes in all districts and these will also function in coordination with upgraded district hospitals, plus a three-year B.Sc course in community health. 11. To ensure that the goals of the agenda are completed within the stipulated time, a Public Service Delivery Guarantee will be implemented. If these growth-oriented agendas are acted upon within the dedicated time frame, it will help India make progress on every parameter.
